Of course I couldn't find any silent comic strip ads, but here is anothe oddity, a balloon free photo strip from 1936/37. I ran across these when I was looking for Joe Simon illustrations more than a year ago. I don't see any resemblance to Joe's later photo covers for the crime books, but I do like the idea that he must have seen these.
