But in Mort Walker's drawing, Uncle Sam has dollars in his back pocket! What exactly was Mort Walker getting at here? Is that supposed to symbolize foreign aid? Or is it some kind of crude (though seemingly left wing) political cartoon image?

I took it te mean that foreign countries were apt to like America for the money it brings, but what we really should appreciate them for is the love they bring. Not a particulary leftwing message. I don't think Mort Walker was very political anyway.
