This strip reminds of "Tio Barbas" a strip by Geoffrey Foladori, an Uruguayan cartoonist (though born in England) who worked in Argentina. His best known strip is uncannily similar to this one: both done in pantomime (no dialogue) and featuring an old character with a big moustache.

Many of the early Latin-American strips owed a lot to the American strips, and Argentina was the purveyor of most of them.
